"Good" Citizen: Understanding Citizenship In Kyrgyzstan

Apart from several academic attempts to comprehend citizenship in Kyrgyzstan, there has not been any dedicated research to study the concept. At the same time, on the state level, citizenship is given a conceptual and strategic importance and being viewed as a well-established and universal term. Namely, citizenship is associated mainly with certain moral values, patriotism and readiness to serve one's country. That said, if we examine citizenship on such grounds, then how do we distinguish "good citizens" in authoritarian states from "good citizens" in democracies? In this context, this paper seeks to reflect on the notion of citizenship and what it means to be a citizen in a modern democratic society.
