Viktoriya Tsay has over 20 years of experience in leadership roles across academia, business, and public administration. She currently serves as the Registrar and a member of the Management Executive Committee at the University of Central Asia (UCA). Viktoriya has been instrumental in developing and implementing UCA's recruitment and admissions strategies, ensuring equal opportunities for students across Central Asia and beyond.
Prior to joining UCA, Viktoriya held prominent positions, including Vice-Rector for Strategic Development and International Affairs at Narxoz University in Kazakhstan, where she led transformative reforms in recruitment, academic programs, and international collaborations. She has also contributed her expertise as a visiting faculty and consultant, delivering courses in strategic management, marketing, and leadership.
With a rich background spanning corporate and public sectors, Viktoriya has successfully managed large-scale operations, negotiated international partnerships, and implemented innovative strategies. She holds a Master of Public Administration from the Kennedy School of Government at Harvard University and an MBA from the Maastricht School of Management in the Netherlands.
