Elvira is the Cooperative Education Manager at the University of Central Asia, where she has been responsible for employer communication, student professional development, and managing internship documentation. She holds a Higher Education Diploma in Teaching from K. Tynystanov Issykkul State University, a Law degree from Kyrgyz State Law Academy, and an MA in Education Management from Kyrgyz State University named I. Arabaeva.

Previously, Elvira served as the Head of International Relations at K. Tynystanov Issykkul State University, where she managed project proposals, financials, and academic mobility. Her earlier role as a Senior Lecturer involved teaching, curriculum development, and managing student and faculty activities. She has coordinated over 30 education projects, including STEM and e-learning initiatives, and has significant experience in project management, teacher training, and communication across various platforms.
