Re-export Activities in Kyrgyzstan: Issues and Prospects

This paper is dedicated to the re-export issues in Kyrgyzstan. It was prepared at request of the National Institute for Strategic Studies of the Kyrgyz Republic. The paper aims to quantitatively assess the contribution of re-exports to foreign trade, GDP and revenues of the government budget of Kyrgyzstan, as well as possible economic and fiscal consequences of the changes in customs regime through which re-exports flow.

The methodology of this research includes the analysis of relevant legislation of the Kyrgyz Republic and existing literature on the topic, and quantitative modeling of re-export flows based on the customs regime applied to them.

Estimates are based on economic and budgetary statistics of Kyrgyzstan and data of mirror statistics on imports to Kyrgyzstan.
