Policy Making in the Executive Branch of the Government of the Kyrgyz Republic

The paper examines the practice of policy decision-making by central Government of the Kyrgyz Republic. It focuses on institutional framework of policy process in the various ministries and departments of the Kyrgyz Republic, as well as in government in general. The analysis allows for identifications of some issues and describes their possibilities of switching the system of government decision-making from the "opinion-based system" to "evidence-based system". This would increase the quality of decisions made by the Government of the Kyrgyz Republic.
